From the back of the box:

The object of the game is to light up all 25 squares on the game grid at the same time by pressing as few pressure sensitive squares as possible. But solving XL 25 is not as easy as it seems because if any squares, activated by a move, overlap with squares which are already lit, the duplicated squares immediately go out - this is the frustration of XL 25.

That's all the instructions I have...

I'm not sure how a 'move' is determined... Pressing two buttons and all squares in between light up (or go out if already lit)?

Playing with it in MAME, it looks like every time you press a button, it activates a + (plus shape) of LEDs.
So the one above, below, left and right of the one you press, and including the one you press. If any LEDs are on, they turn off, if they are off, they turn on.
The goal is to get them all on...

There might be another game mode as well, not sure...
