I can think of several, but one that really jumps to mind is Mattel Star Hawk.

An early handheld flight simulator, really, really good dynamic gameplay considering it was made in the early 80's. Obviously, not the sort of game that can command your attention for a very long time, but I find myself picking it up a lot for a quick 3-5 minute jaunt, shooting down little illuminated planes Yessss!

They seem to sell in the $8-$20 range on fleabay, with the expected overpriced units at the high end.

I think Crazy Kong is underrated. For me it is the best Donkey Kong clone. The second level is really different from the first, quit good considering it has a fixed VFD screen.

Another one that comes to mind is Bandai Zackman. This is a great Dig-Dug clone, with great sprites and a nice scrolling playfield.

Yeah blanka i agree with both your choices, the Mattel Starhawk is a pretty good choice too, amazingly original gameplay for a handheld.

I can think of 2 that are really underrated :

Galaxy II from epoch has a very cool gameplay, similar to Cresta (arcade) in some aspects. Different levels in a galaxian clone is not something popular.

Parker Brothers Bankshot is very enjoyable, the game play not too complicated and surprisingly precise makes it on my underrated list.
