Okay, finally dug into this game to see what it's all about...
Neil- it was your second guess. It's 4 pieces of plastic layered in each display. Each piece has the pattern of the Cherry, Lime, Bell or BAR poked into it (kind of like if you took a thumb-tack and pressed it into a CD or something. Not all the way through, but enough to make a little hole). The 4 pieces are mounted on a little base with 4 colored light bulbs aligned so each bulb will only shine light onto one piece of plastic. The light shines into the plastic and hits the little bumps and makes them light up. (And they are actual light bulbs, so I guess they will burn out someday...)

The game itself seems to take any kind of coin as long as it fits in the opening. It will also accept up to three coins at once allowing you to double or triple your score if you win (like real Vegas slot machines!  )
The game is actually a 'skill slot' type game which means you have to press the 3 buttons on the front to stop the 'wheels' from 'spinning'.
The game will hold just under 2 rolls of quarters approximately (it's just a straight tube the coins stack in about 5 inches long). And there a forth button on the game that when pressed will eject all the coins in the game (so Neil, that's how you would have gotten the money out if you had put any in...)
