Looks like a clone of some playtime games I have. Probably cloned in Taiwan or Hong Kong. Could be the playtime games were licensed from some other company. Hard to tell.

Many of those games have no printing telling you who made them.
A good indicator to find it out is (if you have many games): Compare the styles in the instructions manuals. You might end up not knowing who made two different games, but sure that it was the same company.
Besides P&T, that I´ve discussed in other thread, I used to have a taxi game (a tipical drive the road, take passenger on left side, take them to right side, after 3 passengers, try luck in gamble game), and the other was a volleyball game. They didn't say the manufacturer's name anywhere, but I am sure they were made by the same manufacturer.
As a help, the volleyball game, was a "melodic" game, everytime items moved, it played one single note, then the next and so on, and its plastic design was very similar to this game you're showing.
